Head of HR (UAE National)

Head of HR is responsible for the smooth and profitable operation of a company’s human resources department. This role involves, providing consultation to management on strategic staffing plans, compensation, benefits, training and development, budget, and labor relations.

Other responsibilities include:

  • Attract, retain, and achieve a high level of performance from the highest caliber of talent available.
  • Designing and developing HR Strategy, budgets, workforce planning, policies and procedures and applying company policies and managing internal HR systems.
  • Coaching senior executives
  • Leading HR projects like compensation plans revisions.
  • Implementing functional HRMS and internal databases across all departments and locations; and
  • Overseeing our payroll and performance evaluation systems.

The overall goal of this role is to ensure the HR department operates efficiently and aligns with the company business objectives. Further responsibilities include the comprehensive planning and coordination of the organization’s Human Resources function and assisting the CEO with reporting to the Board.

KEY DUTIES AND RESPONSIBILITIES:         

Key decisions the role makes and the extent of the impact of the decision.

  • Makes organization wide strategy decisions as well as development and operational implementation of policies, processes and programs that ensures appropriate human resource practices and programs.
  • Formally reviews and makes independent decisions on all staffing and resourcing issues relating to portfolio of services under their command.
  • Budget development for all HR related services including organization wide staffing costs.
  • HR project decisions e.g. compensation plan revisions.
  • Payroll and performance evaluation decisions.
  • Strategic staffing plan decisions
  • Training and development decisions

These decisions relate to managing internal HR systems, HR projects, payroll and functional HRMS.

KEY ACCOUNTABILITIES AND ACTIVITIES

Strategic Development

  • Review and contribute to Company Group strategic plans by providing advice and recommendations to Heads of Department and C-Suite members.
  • Work closely with Heads of Department, C-Suite members, HR Managers and Business Partners to develop a forward-facing HR Strategy for Company Group to support Human Capital development.
  • Develop and monitor HR Organization’s business plan in line with the long-term strategy.
  • Establish HR KPIs and Organization scorecard.
  • Support Company Group objectives, from a HR perspective, by providing input and ensuring adherence to policies.
  • Develop an HR Business continuity plan to ensure smooth delivery of HR services at all times.
  • Design company policies and procedures
  • Prepare budgets by department.
  • Implement functional HRMS and internal databases across all departments and locations.
  • Translates Group plans into plans for the HR Department and guides the execution.

Leadership and Management

  • Measure the effectiveness of Company Group benefits programs and recommend improvements.
  • Coordinate employee training and development initiatives.
  • Drive the change agenda of Company group, as it relates to people and HR processes, and leverage the HR Organization and other Company resources for effective implementation.
  • Communicate HR Business continuity plan and HR policies and procedures to the HR Organization team.
  • Approve selection criteria for appointing external vendors and oversee vendors objectives achievement and deliverables under budget.

Budgeting, Planning and Reporting

  • Review HR annual financial planning and budgeting process and ensure adherence to operating budget.
  • Lead and provide valuable input to budget planning activity.
  • Ensure compliance with HR policies and procedures and UAE regulations and labor law.
  • Approve selection criteria for appointing external vendors and oversee vendors objectives achievement and deliverables under budget.
  • Monitor key HR metrics on monthly basis.

Policies, Procedures and Processes   

  • Ensure that all HR policies and procedures are aligned with the Company strategy.
  • Lead the HR programs, initiatives and policies and procedures with HR Leaders and Business Partners.
  • Direct the design and development of, and closely monitor the implementation of HR programs, initiatives and policies and procedures.
  • Ensure compliance with HR policies and procedures and UAE regulations and labor law.

 People Management

  • Plan, manage, and review individual performance and provide regular feedback, development and coaching, taking prompt action where necessary to ensure progressive development and learning opportunities.
  • Establish clear direction, prioritize programs, assign and delegate responsibility and monitor the workflow of the HR Organization.
  • Build opportunities for HR Organization employees to suggest, participate in and contribute to improvement, innovation and knowledge sharing initiatives.

MINIMUM REQUIREMENTS:

  • BSc in Human Resources Management.
  • Minimum 12 years of progressive career experience inclusive of a minimum 7 years management experience
  • Work experience as a Head of HR or similar role
  • Experience with Human Resources Information Systems including payroll tools.
  • Experience in designing compensation and benefits programs.
  • Extensive HR experience in senior roles and good knowledge of Human Resources
  • Management software.
